Project Overview

REACH Community Development is partnering with Tabor Heights United Methodist Church to redevelop an underutilized church property into a vibrant, mixed-use community that expands affordable housing, early learning access, and neighborhood resilience.
Located in a high-opportunity area of Southeast Portland with strong access to schools, transit, and essential services, the Tabor Heights neighborhood is currently out of reach for many low-income families due to rising rents and the neighborhood’s lack of affordable homes and childcare options. This development will change that by delivering much-needed housing and community infrastructure.


Project Features

Affordable Homes
  • New affordable homes, with final unit count under design
  • All homes affordable to households earning 60% of Area Median Income (AMI) or below
  • Family-oriented housing with accessible and energy-efficient design
  • On-site resident services to support long-term housing stability
Early Learning Center
  • Provides affordable childcare in a neighborhood considered a childcare desert
  • Priority enrollment for resident families
  • Supports early childhood development and economic mobility for parents
Community Resilience Hub

A newly constructed community center designed for:

  • Clean-air shelter and respite during wildfire smoke or extreme heat
  • Community meetings, classes, and programming
  • Access to local social services
  • A resource for both residents and surrounding neighbors


Why This Project Matters

Portland’s housing affordability crisis and childcare shortage continue to limit opportunities for families, especially in high-opportunity neighborhoods close to jobs, transit, and schools.

This project directly addresses these needs by providing:

  • New deeply affordable homes
  • Affordable early learning access
  • Resilience and emergency-response infrastructure
  • A community-driven design shaped through engagement


Community Engagement

REACH and Tabor Heights United Methodist Church are collaborating with neighbors, families, and community partners to shape a development that reflects local needs and values.
The engagement process includes:

  • Listening sessions and community meetings
  • Resident and stakeholder interviews
  • Surveys
  • Collaboration with childcare and social service partners

Community input will guide the design of the housing, early learning facilities, and the resilience hub.

Located at 7330 SE Foster Road in Portland, 73Foster will provide 22 units of Permanent Supportive Housing and 42 affordable housing units for families and people with disabilities living on lower incomes.

Programming and Amenities

  • On-site case management services for 22 units of Permanent Supportive Housing
  • Resident services for all residents, including programming, events, and resource assistance
  • Food pantry for residents
  • Community room for events and classes
  • On-site laundry rooms on each floor
  • Courtyard seating area and lobby lounge area
  • High energy efficiency for low utilities
  • Accessible design for people of all abilities

Rents

Permanent Supportive Housing Units will have rents that are 30% of Area Median Income. Residents will pay no more than 30% of their income with a voucher. The rent for all other units is tentative and will be disclosed at the time of leasing.

Camas Meadows at Elmonica Station

Opening 2026: Camas Meadows

Camas Meadows is a partnership with Metro and the City of Beaverton to develop a Metro owned site near the Elmonica light rail station in Beaverton into 81 units of affordable housing with a focus on multigenerational and family housing. REACH was awarded the site and funding through a competitive RFQ process. The development team is united in a belief that development should be led with a collaborative spirit and with the community at the center.

Programming & Amenities

  • Developing with Racial Equity: Aspirational 50% Certification Office for Business Inclusion and Diversity (COBID) firm participation with a hard goal to achieve 35% COBID participation.
  • Culturally Inclusive Approach: Design and concept that incorporates culturally specific interests, extensive outdoor and indoor gathering spaces, sustainability features, and supportive programming with property management provided by REACH.
  • Wrap around Resident Services: Provided by REACH and Bienestar, a Latinx affordable housing developer and resident services partner with deep roots in the Washington County community, and through a partnership with HomePlate Youth Services.

Rents

The rent rates for the 30% and 60% units are tentative. The rent rates will be announced closer to the lease-up of the building.
