A New Chapter for Tigard: REACH Celebrates Grand Opening of Dartmouth Crossing North
On a bright June morning, more than 100 community members, local leaders, and partners gathered in the heart of the Tigard Triangle to celebrate a milestone years in the making: the grand opening of Dartmouth Crossing North. This 85-unit affordable housing community, developed by REACH Community Development, marks our first project in Tigard—and a powerful step forward in our mission to provide safe, stable, and affordable homes across the region.
The celebration was filled with joy, gratitude, and a shared sense of purpose. Guests were welcomed with cultural performances, refreshments, and self-guided tours of the new community. The event culminated in a ceremonial ribbon cutting led by REACH CEO Margaret Salazar, joined by Washington County Chair Kathryn Harrington, Tigard Mayor Heidi Lueb, U.S. Bank’s Jonathan Brown, and AYCO Executive Director Jamal Dar.
“This is more than a building—it’s a foundation for long-term opportunity,” said Salazar. “We’re proud to deliver safe, stable, and beautiful homes for families, thanks to the dedication of our partners, staff, and this community. Today marks an exciting new chapter for Tigard and for REACH’s work in Washington County.”
A Community Built for Opportunity

Dartmouth Crossing North offers a mix of studios, one-, two-, and three-bedroom homes for households earning between 50% and 60% of the Area Median Income (AMI), with 16 units reserved for even lower-income families through HOME funding. Designed with input from future residents and community partners like AYCO and Community Vision, the development features:
- A large community room and library nook
- Outdoor play areas and a sustainable stormwater courtyard
- A vibrant mural created in collaboration with PSU’s mural arts class and the City of Tigard
- The project also reflects REACH’s commitment to equity, achieving 42% participation from Minority, Women, and Emerging Small Businesses (MWESB) during construction.

Designed by Bora Architects and built by Colas Construction, Dartmouth Crossing North is Earth Advantage-certified and features a hybrid heat pump water heating system—eliminating the use of natural gas and reducing environmental impact.
This $48 million development was made possible through the support of Oregon Housing and Community Services, Washington County, the City of Tigard, U.S. Bank, Citi, the PGE Renewable Energy Fund, and Energy Trust of Oregon.
Looking Ahead
Dartmouth Crossing North is just the beginning. Future phases of the development will bring even more affordable homes, a new federally funded park, and potential pathways to homeownership—further strengthening the fabric of this growing community.
