As I reflect on the past year, I am inspired by the progress we have made together to expand opportunity, strengthen communities, and create pathways to stability for the people we serve. This year marked an exciting milestone with the launch of our new REACH for Homeownership Program—an initiative designed to help longtime residents build equity, establish roots, and access the generational wealth that stable homeownership makes possible.
We also celebrated the long-awaited opening of Dartmouth Crossing North, welcoming new residents into safe, healthy, and affordable homes. At the same time, we broke ground on two additional communities that will bring even more housing options to our region. These developments—Camas Meadows in Beaverton and 73Foster in Portland, represent our continued commitment to meeting the urgent need for affordable homes while planning boldly for the future.
In a year of uncertainty, REACH took bold action on solutions for residents to gain economic security, our new credit building initiative helped hundreds of residents repair credit, reduce financial barriers, and strengthen long‑term financial stability. We are supporting not just housing success, but overall economic mobility.

This year, REACH supported more than 3,500 residents living in over 2,600 affordable homes across our communities. These homes offer more than shelter—they provide stability, dignity, and a foundation for families, seniors, and individuals to build their futures.
In 2025, we moved key projects forward, expanded housing options, and strengthened long‑term affordability across the region. With new developments underway and major projects breaking ground, REACH is actively increasing access to safe, healthy, and affordable housing. These efforts reflect our ongoing commitment to building thriving communities and meeting the region’s growing housing needs.
At the same time, REACH remains deeply committed to helping longtime community members—especially seniors and people with disabilities—remain safely and comfortably in their homes. Through our Community Builders Program, we provide essential home repairs and accessibility improvements that allow residents to age in place with dignity while preserving naturally occurring affordable housing in the neighborhoods we serve.

Resident Services is more than a safety net—it’s a bridge to stability, well‑being, and opportunity. By integrating services across our housing portfolio and partnering deeply with community organizations, REACH ensures that residents have the support, relationships, and resources they need to live healthier, stable, and more connected lives.

- 322 households received rent assistance to stay safely housed
- 10 on-site coordinators helped residents navigate notices, rental obligations, and financial strain—often preventing crises before they escalate
- Food Security & Health
- Through 10 on-site food pantries and partnerships, our resident services team distributed nutritious groceries to 1,152 residents across REACH communities.
- These partnerships reduce grocery costs, improve health, and free up family budgets for essentials like rent and utilities. 551 residents participated in pop up fresh food pantries or received a delivered food box through partnerships with Lift Up Urban Pantry, Sunshine Division, Mainspring, Elephant’s Deli and Urban Gleaners.
- Financial Resilience & Access
- Resident Services connected residents to energy assistance, public benefits, emergency support, and rent-assistance resources. Resident Services made 511 referrals to energy‑assistance programs, connecting residents with the resources needed to manage their utility costs.

Our credit‑building partnership helps residents improve financial health by establishing or strengthening credit, reducing debt, and growing savings—often opening doors to future housing and financial opportunities. At the same time, REACH’s matched‑savings program supports residents in achieving major milestones such as purchasing vehicles, reducing debt, and building retirement savings, all of which contribute to lasting financial resilience.
