REACH Prepares to Break Ground on Elmonica Station Affordable Housing in Beaverton



REACH Community Development, in partnership with Mercy Housing Northwest, the City of Beaverton, Washington County, and Metro, has successfully closed financing and is preparing to break ground on the Elmonica Station affordable housing community in Beaverton.

Designed by Salazar Architect with construction by Colas Construction, this development will deliver 81 affordable apartment homes prioritizing multigenerational and family housing in the heart of Beaverton. In addition to the City of Beaverton and Metro bond funds, other funding partners include Oregon Housing and Community Services, Tualatin Hills Park & Recreation District, Energy Trust of Oregon, National Equity Fund, and Citibank.

Elmonica Station will be located adjacent to the Elmonica MAX light rail station in Beaverton. Project sponsors, the City of Beaverton, and Metro selected REACH to be the developer through a competitive request for qualifications process. Together with Mercy Housing Northwest, REACH is committed to a collaborative approach to development, placing community needs and voices at the forefront.

The community will feature deep affordability, with 33 of the units regulated at or below 30% of the Area Median Income (AMI) and 48 units at 60% AMI or below. Additionally, 32 of the units will include two- and three-bedroom layouts to support families, while multigenerational living will be facilitated by the provision and placement of studios next to three-bedroom units.

Elmonica Station will feature a design and concept that reflects culturally specific interests. The property will include extensive indoor and outdoor gathering spaces, sustainability features, in-unit air conditioning, and supportive programming. Property management will be provided by Mercy Housing Northwest, with resident services provided by Bienestar, a Latinx affordable housing and resident services partner with deep roots in the Washington County community. Additionally, HomePlate Youth Services will partner to offer comprehensive support to residents.

The development exemplifies a strong commitment to racial equity, with more than 60% of professional services and more than 35% of construction costs to be performed by firms certified by the Office for Business Inclusion and Diversity. The anticipated opening date for Elmonica Station is Summer 2026.
