As I reflect on the past year, I am inspired by the progress we have made together to expand opportunity, strengthen communities, and create pathways to stability for the people we serve. This year marked an exciting milestone with the launch of our new REACH for Homeownership Program—an initiative designed to help longtime residents build equity, establish roots, and access the generational wealth that stable homeownership makes possible.
We also celebrated the long-awaited opening of Dartmouth Crossing North, welcoming new residents into safe, healthy, and affordable homes. At the same time, we broke ground on two additional communities that will bring even more housing options to our region. These developments—Camas Meadows in Beaverton and 73Foster in Portland, represent our continued commitment to meeting the urgent need for affordable homes while planning boldly for the future.
In a year of uncertainty, REACH took bold action on solutions for residents to gain economic security, our new credit building initiative helped hundreds of residents repair credit, reduce financial barriers, and strengthen long‑term financial stability. We are supporting not just housing success, but overall economic mobility.

This year, REACH supported more than 3,500 residents living in over 2,600 affordable homes across our communities. These homes offer more than shelter—they provide stability, dignity, and a foundation for families, seniors, and individuals to build their futures.
In 2025, we moved key projects forward, expanded housing options, and strengthened long‑term affordability across the region. With new developments underway and major projects breaking ground, REACH is actively increasing access to safe, healthy, and affordable housing. These efforts reflect our ongoing commitment to building thriving communities and meeting the region’s growing housing needs.
At the same time, REACH remains deeply committed to helping longtime community members—especially seniors and people with disabilities—remain safely and comfortably in their homes. Through our Community Builders Program, we provide essential home repairs and accessibility improvements that allow residents to age in place with dignity while preserving naturally occurring affordable housing in the neighborhoods we serve.

Resident Services is more than a safety net—it’s a bridge to stability, well‑being, and opportunity. By integrating services across our housing portfolio and partnering deeply with community organizations, REACH ensures that residents have the support, relationships, and resources they need to live healthier, stable, and more connected lives.

- Housing Stability & Support
- 322 households received rent assistance to stay safely housed
- 10 on-site coordinators helped residents navigate notices, rental obligations, and financial strain—often preventing crises before they escalate
- Food Security & Health
- Through 10 on-site food pantries and partnerships, our resident services team distributed nutritious groceries to 1,152 residents across REACH communities.
- These partnerships reduce grocery costs, improve health, and free up family budgets for essentials like rent and utilities. 551 residents participated in pop up fresh food pantries or received a delivered food box through partnerships with Lift Up Urban Pantry, Sunshine Division, Mainspring, Elephant’s Deli and Urban Gleaners.
- Financial Resilience & Access
- Resident Services connected residents to energy assistance, public benefits, emergency support, and rent-assistance resources. Resident Services made 511 referrals to energy‑assistance programs, connecting residents with the resources needed to manage their utility costs.
- 75 Medicaid applications supported to help residents maintain access to healthcare


In 2025, REACH deepened its commitment to helping residents take meaningful steps toward long‑term housing stability and wealth‑building through the REACH for Homeownership initiative.
By pairing mission‑driven home sales with financial tools, counseling, and down‑payment support, REACH is creating real pathways for families who have historically been locked out of homeownership. These early outcomes demonstrate how targeted investment, community partnership, and resident‑centered support can transform financial futures and strengthen neighborhoods.

REACH’s economic empowerment program is designed to meet residents where they are and support them in strengthening economic mobility and financial independence. Through personalized employment assistance, residents receive guidance with job readiness, career navigation, and the resources needed to pursue meaningful work and long‑term stability.
Our credit‑building partnership helps residents improve financial health by establishing or strengthening credit, reducing debt, and growing savings—often opening doors to future housing and financial opportunities. At the same time, REACH’s matched‑savings program supports residents in achieving major milestones such as purchasing vehicles, reducing debt, and building retirement savings, all of which contribute to lasting financial resilience.

- 35 residents received job-readiness or employment navigation support
- $29,939 distributed for job-related expenses
- Credit Building with Esusu
- 77% of participants improved their credit, showing the effectiveness of on‑time rent reporting in strengthening financial health.
- 50% of participants reduced their debt by an average of $5,680, lowering financial strain and improving long‑term resilience.
- 64% increased their savings by an average of $1,000, building a stronger safety net for emergencies and future goals.
- Several residents established a credit score for the first time, gaining a foundation for future housing and financial opportunities.
- Individual Development Accounts (IDA)
- Five residents accessed $48,922 in matched IDA funds in 2025 through REACH’s partnership with CASA of Oregon.
- Clients supported major milestones, including the purchase of two vehicles and multiple debt repayments—with one resident improving her credit score by 120 points.
- Residents also used IDA savings to build long-term financial stability through contributions to retirement accounts.

In 2025, REACH experienced strong and steady growth in fundraising, reflecting deepening community belief in our mission to expand affordable housing and support resident stability. Operating contributions increased across individual, corporate, foundation, and government sources, underscoring broad‑based commitment to our work.
Individual giving rose significantly, highlighting expanding grassroots support. Corporate and foundation partners also increased their investment, strengthening collaborations with mission‑aligned businesses and philanthropic institutions. Government support remained consistent, providing reliable public‑sector partnership for REACH’s ongoing efforts.


In 2025, $131,694 in donated goods and services strengthened programs across REACH. Contributions supported Resident Services, the Community Builders Program, community events, and philanthropy activities—providing essentials like food, transit support, home‑repair materials, skilled labor, and resources that helped residents stay stable and connected.

REACH serves people living on limited incomes, including individuals and families.

REACH’s portfolio consists of 43 apartment communities and 119 single-family homes since 1982.

REACH serves three counties in Oregon and SW Washington: Multnomah, Washington, and Clark Counties.

Resident Services
Resident Services supports residents’ right to self-determination and community-driven solutions. Resident Service Coordinators meet on-site to provide information and referrals on various services, including food assistance, health services, childcare, crisis management, and other critical resources.

Resident Programs
REACH Programming includes financial literacy initiatives that help adults and youth make informed financial decisions; advocacy opportunities led by people who have experienced housing injustice; and seasonal activities for families like spring break events, school supply drives, and toy giveaways.

Community Builders Program
REACH’s free home repair program serves low-income homeowners in the City of Portland. Staff and volunteers provide fire, life, and safety upgrades to support older adults and people with disabilities to stay safe in their homes and address costly citations for yard maintenance.
